failure to immediately implement these basic recommendations
will result in an increasing number of persons with
AD/HD as well as AD/HD and co-occurring disorders in
juvenile and adult corrections and criminal justice
settings. Treatment failures, school failure, and social
and behavioral difficulties, particularly when combined,
have resulted in unnecessary placements of persons with
these disorders in the criminal justice system.
In
the Surgeon General's Report on Youth Violence, risk
factors identified included psychological conditions
such as hyperactivity, restlessness, difficulty concentrating
and risk taking.
All
of these are indications of AD/HD (Youth Violence: A
Report of the Surgeon General, Chapter 4, January 2001).
In addition, according to the Coalition for Juvenile
Justice's 16th Annual Report to the President, the Attorney
General and Congress, "Between 50 to 75 percent of incarcerated
youth have a diagnosable mental health disorder; . .
. up to 45 percent have Attention-Deficit/Hyperactivity
Disorder (ADHD)."
